DESCRIPTION: The Center at Rocky Meadows is located on 60 acres at the northwest corner of Interstate 81 and Allen Road (Exit 44) in Cumberland County, Pennsylvania. Interstate 81 currently carries approximately 38,000 ADTs adjacent to the site. The property is currently under development. The property lies within three municipal districts: the Borough of Carlisle; South Middleton Township; and Dickinson Township, presenting numerous entitlement challenges. The Pennsylvania Department of Transportation recently completed a $43 million highway improvement project to improve Exit 44 and the surrounding roads. This project is one of the first undertaken by PennDOT under a partnership program with the local municipalities and developers. Visibility as well as access to and from the site has been vastly improved.

The property is being developed as a mixed-use retail, hotel, office and business park development. Retail uses will be clustered along the one-half mile of interstate frontage and along Allen Road, thus taking advantage of the visibility and easy on-off access from Interstate 81 and the local traffic along Allen Road, which has traffic counts of approximately 18,000 ADTs. The office park, designed for both professional and medical uses, will be located adjacent to the retail services and will enjoy easy access from Allen Road via a signalized intersection. The business park will also have direct access from Pennsylvania Route 11 and secondary access off of Allen Road between the retail and office uses. The business park will be characterized by professional services and light/flex industrial uses. Incorporated in the project is 37,325 square feet of retail (plus 8.25 acres of retail pads and 19.93 acres of commercial interstate frontage), two 90-room hotels, 29,975 square feet of offices and 83,520 square feet of business park.

The surrounding area land uses can be characterized as industrial and manufacturing, warehouse and distribution, a growing market of office and retail, a new hospital, residential, agricultural, and open space. Nationwide developer DP Industrial has recently developed four million square feet of distribution space one half-mile north of the property, and Excel Logistics, in partnership with ING Clarion, is developing approximately three million square feet of distribution space immediately across Allen Road from the site. AMB Realty, Trammell Crow Company, USA Real Estate, Prologis, First Industrial REIT, Unilever, Whirlpool, Allen Distribution, Carlisle Roofi­ng, Ross Stores, Cumberland county offices, Dickinson School of Law, and the Carlisle Regional Medical Center are among the neighbors who are either currently developing or already have business within the immediate surrounding area. Cumberland County is one of the fastest-growing counties in central Pennsylvania.

The Carlisle Regional Medical Center, completed in 2006, is a 159-bed, 225,000 square foot, three-story medical facility plus an attached Women's Health Pavilion. It also includes a 23-bed emergency department with two trauma rooms, in-facility and outpatient surgical services, impatient rehab center, diagnostic imaging capabilities, and an expansive critical care unit.
